3. Company’s objectives for applying and implementation of Ministry of Energy’s policies and measures in water affairs are as follows:

 

• To provide and compile suggestion of the country’s water resources management strategies, policies, and programs
• To do necessary studies for the recognition of the country’s water resources management
• Comprehensive planning and development, conservation, operation of the country’s water resources management and supervision on its implementation
• To study water resources development plans, supervision on the way and phases of studies, and implementation of plans
• To present a method for promoting the country’s water resources conservation, operation, and development methods
• To do basic, applied and developmental investigations and studies in the country’s water resources

• Establishment of integrated management system in water cycle based on sustainable development and land-use planning principles in water basins

Establishment, structure, and management of the country’s water according to the principle of integration and adherence of the consisting elements of water cycle

To enforce the basic structure of the country’s water resources management focusing on the establishment of integrated system of water allocation

To set up appropriate coordinating structures inter-sectoral at national level, water basins, and local managements 

 Promotion of the country’s water resources management status in planning systems and proper reflection of objectives, restrictions, facilities, and strategies controlling water resources management system in national and regional plans regulation process

Decentralization and development of water resources management capabilities at different levels, capacity building

To combine water resources development, operation, and conservation plans with other national and regional plans

Establishment of necessary structures for coordinating policy making and fundamental decision makings

Establishment of monitoring system and collection of quantitative and qualitative information from shared and boundary water resources

• Preparation of a comprehensive plan in order to keep balance in implementation of dams, watershed, aquifer, irrigation networks, mobilization, land leveling, conservation of water quality, drought mitigation, prevention of flood, recycling and usage of non-conventional water, raising  knowledge and techniques and strengthening the role of people in water withdrawal and operation

To build coordination of time in the implementation of complementary plans, water supply plans, strengthening water quality management in the country’s water resources management system

To enforce coordinating inter-sectoral measures for applying water quality management policies

To make necessary structural changes aimed at internal and external decentralization focusing on public participation

To use administrative, financial and educational policies and instruments for strengthening public participation activities

Preparation of comprehensive programs and implementation of flood management and watershed master plans at water basins

To prepare and compile programs of drought mitigation and crisis management

Preparation of master programs and implementation of recycling plans and utilization of non-conventional waters

To build capacities proportional to water resources management changes in the field of raising knowledge, technology, and information

To enforce upstream industries required for water resources management and applying necessary supports for preparation and compilation of river and coast engineering master programs

To enforce basic information collection, processing, and propagation system of water resources and consumptions in a possible way

Prevention of irregular withdrawal of groundwater and implementation of suitable programs for balancing water table in the country’s different plains

Strategy

1. To organize and review of company structure and its subsidiaries in line with objectives, devolved responsibilities and duties with an emphasis on observing the principles which govern the water basin management and strengthening the local managements
2. Preparation and compilation of management and human resources capacity building programs by providing basic indicators for human resources planning  and job standards for employees and presenting desired human resources pyramid
3. Assignment of transferable activities to nongovernmental  sector  in various water management processes
4.  To study and compile a uniform comprehensive financial system and lay the groundwork for collecting real water cost
5. To assign the debts of regional water authorities in connection with government’s investments in water resources development plans
6. Simultaneous management of water supply and demand , and compilation of suitable programs for changing the structure of water supply and consumption in order to balance in water supply and demand in the country according to water comprehensive plan, sustainable development principles, land-use planning and water cycle in water basins through various structural and non-structural methods
7. Strengthening the national water allocation and accounting management through the complete implementation of water allocation guideline and supervision of the functions of subsidiaries
8. To increase economic efficiency and water demand management for various consumption and reform current water cost  in order to cover the expenses of subsidiaries
9. To establish and strengthen water local markets considering the role of water in national development and its economic value by paying attention to  technical, economical, environmental and social justifications
10. Diversification in supplying the required financial resources for water resources development plans with priority of implementing the incomplete plans and water resources development complementary plans through encouragement of private sector investment and public participation according to the approved rules and regulations 
11. To study and implement inter-basin conveyance plans  and construct reservoir dams according to population distribution strategies by allocation of water to domestic, industrial consumptions and or the consumptions with high productivity and low pollution considering the economic value of productions and land-use planning necessities
12. To emphasize multipurpose plans and effort  to develop hydropower plants in order to increase the share of clean technologies and maximum usage of renewable energies
13. To raise knowledge and technology through basic, applied and developmental research based on current and future needs in step with promotion of world modern technology and knowledge and localizing the technologies  
14. Development  and mobilization of water resources quantitative and qualitative monitoring system and measurement networks
15. To prepare and compile operation system based on enforcing local water managements for decentralization
16. Compilation and presentation of water productivity increasing plan aimed at  optimization of water use and prevention of water resources loss 
17. To prepare and implement aquifer balancing plans by giving priority to prohibited and critical plains  and increasing the withdrawal non-conventional and surface waters  as well as water recycling from various consumptions as new water supply resources
18. To optimizate operation of boundary rivers and shared water resources
19. To strengthen water resources qualitative management through capacity building in different levels
20. Implementation of requirement measures to strengthen the water legal bases according to technological and managerial changes
21. Dissemination and raising public awareness about the importance of water supply and demand management and participation in international and regional water plans as one of the most important needs
